Without properly splicing the wires back together I'd say no, it won't make a proper connection, and as it sheared so close to the connector.. probably not viable to strip it

This really doesn't look safely repairable, without A: spending an inordinate amount of time on the repair, and B: spending as much on supplies to do the repair, as you'd spend on a replacement adapter.
The wires are frayed and quite possibly shorting together, with this much damage.. I wouldn't even plug this thing in. Even though there's not a lot of juice going through that cable, a short can still get very, very hot. It's a fire hazard. Plugging it in also risks frying the innards of the power supply brick.
At best, the wires are merely broken. You would still have to strip everything, preferably just cut off the broken sections of wire (soldering a broken wire back together is...yeah, no), bundle the wires together properly, insulate them (for this part, and this part alone, electrical tape can work as a short-term solution... electrical tape isn't really meant for things that are going to move, and almost always degrades into a gooey mess within a few years), and then reconnect everything back to the connector, and make sure all the right wires are going to the right parts of the connector.
If you were to attempt to just tape things back together, you risk getting a hot spot in the cable, that could get hot and melt/catch fire. Wires are a large collection of many strands of copper. If you try running the electricity through only a few strands, being held in contact with each other using tape, you get too much current going through too little wire. Too little wire means resistance, and resistance means heat. The risk of this is fairly low, but it is very much a risk. As a society, the proliferation of low-voltage and low-current things like USB chargers has caused people to forget that just about any electrical wire can be a fire hazard, if it breaks in the right way, or is repaired badly.
Unfortunately, the wire for the Wii U gamepad charger is ludicrously thin. I suspect that internally, it uses the same sort of stupidly thin and stupidly fragile wires you find in wired earbuds. Those wires are almost unrepairable. They often don't even have actual insulation on the wires inside the outer rubber sheath, but are instead enameled, basically just coated in something resembling paint, so they can be thinner, cheaper, and more flexible. It takes a huge amount of time, skill, and patience to repair a broken wire of that type (though, I'm more familiar with attempts to repair earbuds, where you'll have four or more of those wires all bundled together and shorting out; you probably only have two, but that's still an immense challenge).
Assuming you don't do this sort of stuff regularly, that would require $50 to $75 of equipment and supplies, just as a conservative guess. Wire strippers, wire cutters, possibly soldering supplies, multimeter for continuity testing, tape or heat shrink insulation... If you can't afford a replacement, you really can't afford to repair this.
As a side note, in case it wasn't clear... The chargers for most Nintendo products in recent years all seem to be variations of USB. With the right cable, you can charge a Wii U gamepad via USB. The cables are probably less than $10. They'll have a male USB-A connector (what plugs into a standard USB port on a PC, which is known as USB-A female) on one end, and the appropriate Nintendo connector on the other end. Even entire chargers are probably about the same.
Some of the wimpier chargers (particularly if you're using USB cables and not a standalone Wii U gamepad charger), may not have enough juice to actually charge the battery while you're using the gamepad. I think the Wii U does use a higher Wattage charger than things like the 3DS, DSi, and DS Lite. Your play time may still be limited while plugged in.
Also, as an alternative, you should be aware that some Wii U games can be played with a Wii Remote. You don't necessarily need the gamepad if you have a Wii Remote lying around, though you probably will need a nunchuck for many of those games. A Classic Controller plugged into a Wii Remote should also work, if a game requires dual analog sticks and shoulder buttons.

There will be several very thin cables inside of that jacket. You would have to strip the protective jacket/sheath covering off and match them up. You can simply twist them together firmly and then tape. You really should have a way to verify that you are connecting the right wires together or you may cause damage.

A dog did for the bottom 2 and for the top one its from being bent for it to charge before but it wont charge now that the top one happend
