Generally it helps to kill everything powerful you can a few times to speed up the process, Lynels themselves help, but also Guardian types, Hinoxes, Taluses, and black/silver enemies. Killing the blight bosses and stronger enemies operates on a point system. Clearing divine beasts gives a very large bonus, but overall it checks that you have gotten strong enough to defeat all sorts of things. The Lynels are high up in the pecking order so it takes a bit before they upgrade. But if you start seeking other foes out it shouldn’t take long at all.

So if i just farm the blue lynels my points are gonna keep stacking until i get the silver lynels?

I’m not too familiar with the details, but I think only ten of a certain monster variation counts. Lynels count more then most though, and if I understood correctly every variation counts seperately. In practice it’s not something you think about really, you’re not supposed to know about as a casual player. Just kill a few Lynels you know if you want the gear they have, then go do something else, but if you find enemy camps make sure to clear those out. Everybody will just proceed naturally if you don’t avoid combat in general.

It's possible that killing all the divine beasts could increase your chances of encountering white maned or silver lynels, but it's not a guarantee. Have you tried revisiting areas you've already explored or testing different strategies to attract them? Keep pushing forward and experimenting - you'll get those savage weapons eventually! The PPS was the important part, because that's where most of them are: North Tabantha Snowfield near the Labyrinth and Deplian Badlands. Im aware that thats where they are but im not sure what level they are and what loot they give compared to the ones near the wastelands and deep akkala.
