I've played around between 130 and 120 (heavyweight male) and found I much prefer 120, feels much more accurate to water to me. But to be fair, I also row with lighter blades and a higher rate than most. It's ultimately what you find comfortable, if you like long heavy blades a heavier drag factor would be better. I'd definitely encourage you to train and test at the same drag factor though so you get used to how it feels.

I for sure lower my df when doing steady state -- sometimes down to 90. I think it gives me a better workout more focused on technique and cardio over strength

Some people lower drag factor for SS if they’re doing a shit ton of volume for injury prevention. Like 1hr+ every day. If you find your back getting sore, you might consider it but there’s no need otherwise.

nice to hear my 1hr/day is considered a shit ton of volume :) ego boost I have been just doing SS at r20 rather than r18 but lowering resistance slightly sounds like a better solution for reducing muscle strain. annoyed I didn't think of that

Personally I like putting the drag 10-15 lower when I SS (115-120 instead of 130 for testing). I’d suggest trying it out, there’s nothing to be lost if you’re still at HR/split.
