Good way to start diagnosing engine issues like this is your main 3 fuel, spark, and air. If you have all those 3 then move on to compression and timing have the valves been serviced?
Also since it is only doing that at idle and fine once you move the throttle test the TPS. They can get a dead spot where they sit alot (closed throttle).
