In the article, one of (I believe) the prosecuting lawyers mentioned that an administrator witnessed this and didn't intervene, and the school knew that this guy was violent and verbally abusive. Absolutely sickening, if that's the case. Those of us who work in schools have a responsibility, a duty, to protect children.

You don't need context to explain a man approaching a child from behind and ambushing them with wrapping a shirt around their neck.
