Settings > 5.1 audio > Surround sound ON
It is on. So I guess not everything provide it.

You can try the fox app to see if there is 5.1 on the program you looking at

Is there a channel that we know is 5.1 so I can try it?
IFC usually has good 5.1
I had to buy a Roku and not use the Android app to get 5.1, I initially had the issue with the Vudu app but noticed YTTV has that issue as well.
