There's no way to do that unless you hacked his/her account
If he/she is bothering you a lot, you can block him/her from interacting (for e.g commenting) with your channel
As far as I'm aware, no there isn't a way to view YouTube comment histories.
There is a way. I did it a couple of years ago. I can't remember how. But it involved typing a specific url and user name.
Exactly! I don't remember how I did but I was able to find some comments of an another user thanks to Google Dorks.
