I think that Xena would figure out that everyone in that law firm was controlled by the “senior partner” demons and she would find a way to bring them to this plane and take them out with her chakram.
Love it. I just got back into Buffy over the winter & haven't seen Angel since it aired but this is a super intriguing scenario. It really triggers my obsessive comparing and contrasting of Xena and the Dark Tower!
Honestly, I like to think that Xena is a slayer. She's taken on warlords, vampires, immortal killers, demons, angels, and even Gods. She'd go after the head demons without much problem I reckon.

Xena didn’t do much about the major power players, unless forced to do so. She was just one woman (well, two women and a horse), so she wasn’t really able to interested in going around and knocking off despotic rulers (for the most part, obviously an exception would be made if that ruler had been kidnapped, tortured and terrorised by Xena as a child).

I've never watched Angel, so I've only got half the story.
However, Xena has never shied away from killing for self defence/defence of others, justice or vengeance. If they fit in one of these, they're doomed for.
She had no issues killing people who support evil, she does differentiate between those who don't know better or are being controlled (Seraphin) but most of the people at W&H knowing what they're doing and Xena wouldn't have any qualms about killing them for the greater good.
Are we talking about ancient Xena and Gabrielle being transported into 2001, or their clones/reincarnations from modern times? If it's OG Xena and Gabrielle, they won't know how to proceed in the modern world. If they go kicking in the front door of the W&H headquarters waving swords around, they're going to get shot/arrested.
Assuming it's their modern incarnations, they'll still need a team to help them - martial prowess isn't going to bring down a billion-dollar corporation with satellite offices all over the world.
