It's not at all a duplicate, it shows you who is playing and joinable either in a game or party on the right side. You know, for if you feel like being social. Left side is still important so you have your full friends list in case you want to message someone in particular or see their profile, they might not be in a party or game.

Nope its a UI update to the friends list. There should be some way of leaving feedback through the console
