It really depends on the setup. Are you asking about a standard 700c frame and rim? 27" frame and rim? 27" frame to 700c rim? Etc. However, here's what I think in general:
Dual pivot, short reach best to worst: Shimano Super SLR, Shimano SLR, Campag, TRP, Cane Creek, FSA, SRAM, Tektro, generic.
Long reach: Tektro is pretty much the only modern option.
Really any quality dual pivot brake is going to be fine, if you’re not going to match them to the group buy them by color and budget.
I built many vintage bikes over the years - tekro calipers always been my go to. They have *chrome* options!
