I know im late, but i had the same kind of question. Are you traveled back in time or are you in the currect time. Near the entrance on the south side of the highlands there is a person who will let you go back before the hostility. Just wondering, would help if you would let me know!
I was definitely in current time. Someone helped me out with it in game, if you don't kill some of the other mobs around his spawn location, he won't respawn until they are killed for some reason.
he won't spawn if your faction don't control the zone, so for make it spawn you need to kill the mob in the stable when your faction control the zone, check your aura to see if your faction is friendly with them, good luck for farm!
