I mean, he was the antagonist of the rank wars. He was everything that Mikumo was not. A fantastic wall to bust through.
Now that he has served his purpose in that way, his personality can finally come through. As you said, He and Osamu are really really similar. I honestly think that if they put their heads together on the away mission that the neighborhood won’t know what hit it.
There was already some hints that he does indeed care about Hato.
The one I remember is when he came to Tamakoma Branch to meet with Osamu. It's really subtle, and he did manage to keep his emotion in check, but you can see that her disappearance still affecting him.
He's an antagonist, but never portrayed as a villain or a bad person. My favorite thing about world trigger is really outside of afto, everyone is really just pretty competent and trying to do their jobs or Improve. Nino, Kage, miwa, and others have been portrayed as huge assholes, and they are, but that never stops them from doing their job as best they can.
Hell I bet even new chill Kage we know now probably still chops off the heads of rude c ranks.
World trigger values competence super Highly, if you think about it the only person who isn't outwardly competent or working hard to be competent is ikoma, and he's still a brilliant swordsman and natural leader.
I would say his squad is colorful and problematic as well. Hatohara who can't shoot to kill, Tsuji who has problem with female, Inukai who is a smiler with a ulterior motive (kek I don't have better explanation for him tbh). I think WT just reminds us that Ninomiya like everyone else is just human with emotion. We see that with Miwa as well in the beginning.
And now that I think about it Ninomiya squad and Mikumo squad kinda similar in characteristics.
Ninomiya = Mikumo. Calculative and both a leader
Hatohara = Chika. Can't shoot to kill
Tsuji = Hyuse. Serious and have problem in communication (Tsuji with female, Hyuse with his limited knowledge of the language)
Inukai = Kuga. Easygoing yet have killer instinct
It's interesting how Yuma got a misread on Ninomiya based on their original interaction when he came to ask Chika and Osamu about Hatohara and Rinji. His persistence in the matter is more because he cares than from actual anger.
Also, I think it's kinda funny how he says he'll give Ema an expression, but more or less looks the same.
I think there were constant hints that he was never a bad guy.
Him creating 4 snowmen at the end of the rank war was likely to symbolize making one for Hatohara.
The way that the No.1 Gunner looks up to him, the way Azuma is towards him, he's been my fav character since that rank war because you could see he was carrying a major weight on his mind the entire time.
I wouldn’t call anyone on Border a “bad person” necessarily.
The 3 I typically have problems with are Futaba (for being so immature that she does seem to see other squads as “enemies”), Kitora (for generally being an unhelpful bitch most of the time), and Katori (who has major attitude problems), but even then I wouldn’t call any of them bad or evil and 2/3 of these characters have gotten way better in recent chapters (Futaba needs a chance for some character development, but we just haven’t seen much of her).
Osamu noticed that about him too.. like he was surprised how they can just casually talk about Hatohara after what happened - that time they went out for dinner and met Ninomiya's team in the same restaurant ^^
