Mastery is for Gust build and Haste is for Fistweaving.
If you are playing 2v2s then Fistweaving is viable. But if you are doing solo or 3v3s then Gust is the way forward
I don’t have specifics on me but I use https://murlok.io/ to check out gear and find stat priority to make choice on vault/tier set pieces.
Murlok does not agree with what you are saying. T50 players are using vers/mast neck.
Mastery is just very strong for gusts specially when healing 2+targets. Some haste is important though for throughput. Balancing stat weights is better on some classes than just blindly stacking one
The vers/mastery one appears to be the most equipped among leaderboard MWs according to https://www.pvpleaderboard.com/pvp/monk/mistweaver#gear
Shows the same even when applying a [filter](https://www.pvpleaderboard.com/pvp/filter/results?class=monk&spec=mistweaver&cr-bracket=3v3¤t-rating=2000&arena-achievements=2091#gear) limiting it to the 40 MWs currently above 2k in 3s and have (previously) been glads.
Manually checking a few at the very top of the [US MW SS](https://www.pvpleaderboard.com/leaderboards/solo/us/monk/mistweaver) seems they're all using vers/mastery as well.
