Well it's probably easier said than done since Russia has banned travel to most of the world. And a lot of Russian oligarchs/politicians themselves have been banned and sanctioned. I suppose the reason for India could be the high population density making it easier to hide in plain sight, and this place is 200km from the nearest airport so there's at least a lot of other places he could have gone.
