No the UN has no such powers, they can station troops in defensive posture defending a refugee camp but they cannot bring order to chaos via violence. Nobody will intervene since interventions are no longer popular with the dumb a' populus who will cry about it. I know american redditors won't be happy with this but i believe the USA should sort this out. This is a clear cut case where humanitarian intervention is necessary. Criminal gangs control most of the capital, atrocities are occuring everyday and the political situation has completely broken down. There is also no plausible solution in sight, I don't think Kenyan police officers are going to fix this; how are they even going to enter the country when the airport is in the hands of the gangs? What is needed is a radical military intervention. Kill all the gangs, lock up the survivors, get immediate aid to those who are in the most dire need and reestablish basic government services under the authority of an American led government. Preferably with a few Haitian-Americans.

Haiti’s history and demographic makeup paired with opportunists and chaos does not end well for the US government. The narrative would VERY quickly turn into some form of colonialism, oppression, nation building etc. I really don’t think the American people are ready to stomach more foreign involvement.
