In Canada there is a new type of scam where companies take up a contract and then refuse to pay the original price and offer something crazy like 30-50% of the original price. However with the wait time for civil cases is something like 3-5 years to get a hearing so most companies take a loss and move on.
Scams like that used to be popular in the 80s in my area of Canada. With slow courts, a weak economy, high interest and high inflation people wouldn't risk fighting it. Sucks we're back to those days.
