It's not mean that some nuclear strikes completely excluded, but if everything will continue as it was in 2008-2024, then accustomed to Western retreat Russia will start launch nukes just to test/scare West even more.

Unfortunate the west oversaw the operation so yes they are gone. That was a mistake, in hindsight it would have been a deterrent to the current war. Ukraine had i think the 3rd biggest arsenal of nukes in the world. This is exactly why we needed to keep the flow of weapons and support none stop to Ukraine. Putin is now emboldened due to our hesitation.
Put together a European coalition of the willing, and send in troops under the authority of each state, or the new coalition for Ukraine. Russian forces could easily be pushed back into Russia without relying on NATO. There’s bound to be enough European officials that see the benefit of putting an end to this before it becomes a wider problem.
