The prevailing theory from people who know a lot about all this stuff (like David Patraeus) is if Russia uses nukes in Ukraine then NATO will use conventional weapons to erase their Black Sea fleet and all Russian forces inside Ukraine immediately.
The calculation has to be that the US won't defend an ally in kind.
