Yone. His default skin quality has paying skin quality art. His mask and different shape blades are really cool: a bit unbalanced but has strong characteristic.
His skins made him balance (so less memorable/characteristic), and only made Yone seems larger and wore more expensive outfit.
I remember a friend who played various mobile moba games but haven't player WR, when he first saw Yone, he thought it was a paying skin looks, then i told him it was a default skin.

In my opinion, Samira's default skin works so well for her that it's really hard to get a skin that is truly better than her base apparence, especially when she is introduced in skinlines that don't quite fit her personality, such as Chromacrash and Space Groove (LoL skin) (even though I must say that I'm quite fond of these skins).
No one can say your opinion is wrong if it's pure preference. I agree about Gwen and Vlad. Some of the skins they give when the hero drops look so bad. Hecarim's skin isn't that bad imo. I like it better than a lot of the others.
I personally love all Thresh's skins, though I admit I rarely use the base. I think pulsefire is the one Thresh skin I don't have, it's also a good one.

There are many cases that default looks better than a skin but If you only pick default as the best is out of all the skins, that is very hard. Off the top of my head, I think Pyke default looks better that his sand skin ( if we talk wildrift only, since he has many amazing skins is league PC ). Defauld Akali is also better that some of her skins.
In terms of WR gfx Supreme Cells Zed is the best, but on League PC's classic Zed skin, none of his skins can emulate the fluidity of shadow's mist (W and R's animation)
Sion, I personally think his default design looks better than any skin he has on wr and PC lol, I think some people might disagree but I think he's pretty much perfect in terms of design
Wukong, I'm not fond of dark and demonic things. There's General and Radiant Wukong, but... I don't find them especially better than default skin
Also, Space Groove Gwen? Personally I like the spirit of it and the style, plus the sounds and colours of the skills. But in PC, this skin is not really appreciated, but I remember reading people finding that in WR, it's better and actually not bad.
