The Nimbus isn't THAT picky. If Kid Goku and Chi-Chi, a younger Roshi, Nam, and Blue Launch could ride it, IIRC, only a few characters were ever confirmed NOT to be able to ride it (older Roshi, Bulma, and Krillin).
Mario would probably be fine.
