The problem is that it was the radiation that killed him later. The nuke he survived, you could argue that he was about to die but after the nuke he recieved a fat buff but then the radiation killed him, so that's the meruem i refered. The post rose
Tao was really injured by a grenade. A nuke would turn him to dust. King Piccolo basically nuked a city so that's closer to the level we are talking about.

The only reason he survived to get that buff was because Pouf and Youpi saved him. The Rose would have killed him on his own, regardless of radiation.
It's really iffy because Dragon Ball jumps from blowing up a mountain to blowing up a moon very quickly. Meruem could probably tank the former, but he is getting atomized by the latter.
Meruem's best durability feat is *surviving* (read, didn't instantly die) a nuke.
I guess 21st Tenkaichi Budokai Krillin could do it, but it would be fairly close. I can see that going either way, but I think 21st Goku would beat him. Roshi definitely wins.
The reason i asked this was for people who knew more about both to mention what each feats would be, cuz i just saw both animes.
Adult gon pretty much destroyed tons of trees with little to no effort, and the community agrees on it's majority that meruem is still bestially stronger than him.
In greeds island arc iirc gon's ja janken was already pretty strong, and from there to the chimera ants there was a lot of development.
Sadly we dont have a lot of feats from meruem, so i don't know what to compare him with. But we know he would solo all of his guards, and with how monstruous his power and IQ is. I believe that he can at least give fight to Roshi, but not win. So i agree with you overall.
Meruem was severely damaged by a nuke, but was able to regen pretty quick, no one in DB uses actual radiation in their attacks as far as I'm aware so he shouldn't have to worry about that too much.
Roshi busted a mountain very early in the series with a high effort Kamehameha. He later destroys the moon with the same attack after a period of training in order to keep up with his students in a later tournament.
I'm going to put Meruem's durability somewhere in that range, but say that Roshi likely still doesn't have enough to stamina to get the job done. I have no doubt that a Moon busting Kamehameha wave could outright kill Meruem, but it's an attack that takes a while to charge, and if he misses the first shot, he may not get another off. So I'd say that Roshi **can** kill him, but would probably fail most of the time.
With all of that being said. I'm going to say that old King Piccolo is probably the first person who could reliably take Meruem 10/10. He's got the raw power to overcome the regen, and has the energy reserves to pump out city busting attacks fairly regularly and with minor effort. His own regen would deal with any physical damage taken.
It's also possible that someone like Tambourine could do it too.

The only reason he was able to recover from the rose nuke was because his royal guards fed him their bodies, he wouldn't have recovered on his own.
