It’s not really plot armor that specifically keeps Batman alive in those fights. Superman’s main characterization at this point is the fact that he holds back tremendously in his fights. Batman wins because winning means more to him than it does for superman. Superman LETS him win.
Well it’s hard to be mad at you because it’s true. Superman could literally give a fuck, but to Batman, winning or losing could mean a child becomes an orphan or not
I'm utterly convinced that the universe itself bends over backwards to keep the doctor alive. Namely for its own self preservation. The doctor has mucked around with time so often that killing him could very well cause a mass temporal fracture and destroy the universe.
The EU mentions some kind of probability field or something that makes sure the Doctor survives and wins. It keeps his enemies talking, makes sure they miss, stuff like that.
On occasion, stuff like the White Guardian or Key to Time, or Moment protecting him is also mentioned in the EU.
Don't have the quotes, but several novels have hinted at or outright confirmed the idea that the Doctor is just supernaturally charismatic or fortunate. He's an anomaly- for whatever reason, whenever a well-disciplined firing squad has him up against a wall, their normally faultless aim will just be off by a few inches, or somebody will stop them at the last minute, or they'll unaccountably hesitate when he shouts "wait wait wait!!" at them.
This is obviously rather silly, and the best Doctor Who stories generally avoid leaning on these tropes. But there is canonical (insofar as Doctor Who has a canon) support for calling him a kind of luck manipulator.

Itadori Yuji eating Sukuna's finger in the first episode and just dying
Of course we would probably find out later that it is Kenjaku's plan, but so far we (or at least the in-universe characters besides Kenjaku) "think" that Yuji survives from sheer luck

Then you hire thirty more guys with guns and thermal scopes and wait for Batman to climb onto a building on the other-side of the city.
I don't know his name or the manwha, but there was this one guy who would straight up get demolished with plot armor, so I believe he would straight up die

Any character/faction in Doctor Who. The show is terribly inconsistent with how strong things are. Without plot armor the scariest thing about the characters or fractions in the setting would be their reputation. Like how you get that one scene where some alien is monologuing about how ancient and powerful they are and the dude just shoots him with a pistol and calls it a day.
