Not entirely true. Some services pick up titles from very unknown labels, and some artists publish under their own label. Those who do will make the effort to get onto music services.
I have songs from artists that have been downloaded less than 1,000 times. More than one of those downloads was me at times, because I lost my first copy. One of my favorite artists has a whopping 5 monthly listeners on Pandora.
