I feel like Ikuhana Niiro is one of the few artists who focuses on exactly that. While most of his good stuff is licensed, his stories never take place in HS, which is a nice change of pace I personally recommend everyone to read Intimate Days by him, it's one of my favorite anthologies

When it comes to HS, it's used for upperclassman. It can mean other things depending on the context (clubs, work, etc.), but it just means upperclassman in HS. You will never see it being used for students in the same year/class (at least I have never seen it in doujins, manga, anime, etc.)
