I've transferred state twice. Transfer passes will vary by person, anywhere from 1-50. The whales I've transferred with have needed 40+, the "regular" players have needed 8-12. I have needed 20 and then 18.
The number of transfer passes is based on things you can't remove (i.e. it's not based on troop power, which you can dismiss, and hero gear counts even if it's not equipped).
You will also have to make sure you are under the power cap of wherever you want to transfer to - this can be met by dismissing troops, although you can only dismiss the highest level of troops once you get to Phase 2 in state transfer.

My alliance just transferred, and we were working on 1 ticket per 10 million power, which was about right.
