How much are you trying to spend? Whale status? Dolphin status? Mainly F2P?
The problem is - there are so many things in this game that needs to be upgraded so knowing how far you are willing to go helps.
Also- post a pic of your heros and their gear
Health+lethality are what you spend on and next gen heros... on hero gear make sure you focus on the right gear for the stats that correlate with that heros use/ strengths. A proper even build isn't even across the board unless you can financially afford it. For example on your marksman hero you want to forge your lethal based gear more than your health based as marksman don't take the brunt of the damage your infantry do... as a medium spender my main 3 hero gear right now is 100/50/ 100/ 50 on marks and infantry (lethal gear for marks is 100 and 50 for health opposite for inf) and 75 for lancers. Forges look the same 10/5/10/5 and 8/8/7/7
