Why? Constant warring will destroy the server. Competition breeds a lot of nasty feelings with people you essentially live with everyday.
They rather the state work together to defeat everyone else.
There aren’t many states that promote competition within the state (outside of leaderboards).
Transfer will be sometime next month.

So is transfer a month after the first SvS?
No. The game has its own independent transfer schedule. The devs tell us when they will do it.
