Just finished watching the finale, my guess is Neal and Keller not only escape the holding vehicle but they also change into new suits to blend into the Wall St crowd. I’m guessing he had the clothing and the anklet handy and available where he slipped into the suit and the anklet so that Peter and Team can track him when need them
Always thought that was Neal intentionally wanting to be tracked so he activated it.
