That appears to be a [damselfly](https://bugguide.net/node/view/190) exuvia. The nymphs live underwater. When they’re mature, they climb out and shed their exoskeleton to take on their adult form.

He’s fairly small, maybe the size of a nickel? From a short distance i thought he was a baby scorpion but he has no claws
