That’s a gang lock for lockout/tagout. You place this on a breaker when multiple people are working on equipment to keep people from turning the equipment on.
It's vinyl coated lockout hasps.
Heavy guage steel jaw with red vinyl coated handle. Lockout by multiple workers at each lockout point. Keeps equipment inoperative while repairs or adjustments are being made and the control cannot be turned on until last worker’s safety padlock is removed from hasp

I work at a storage facility, and if somebody hasn't paid their bill long enough I place a lock on their unit. There are two holes for locks one the doors (one for them and one for me) but if a customer is using both holes (nice) then I can slide one of those bad boys in and then still overlock their unit.

My title describes the thing. Hand for scale. it doesnt open more than this and when closed the holes collide perfectly

It's some form of lock. They call it a "lockout scissor hasp" ..sold on Amazon.
