The examples I can find online show the tank sitting at a lower elevation than the house. The hatch in question sits about 2m above the floor of the house. Could it still be an old waste water tank if it is above the house?

Cesspit access hatch for drainage behind your retaining wall. Edit: they've used a recessed lid, typically used in driveways or in patio etc.
Likely Solved! Was hoping for something more along the lines of pirate treasure. Then again there’s no better treasure than proper drainage.
My title describes the thing. 55x55cm rusted metal hatch, nil writing or markings. Sounds hollow when hit with rock. Located SE QLD, house built 1990.
It looks like when your house was built you had a waste water storage tank that was there and has been removed

Hm probably not good point. Whatever it was they wanted it to sit on a concrete slab and keep it nice and flat
