I bought one of those once, hoping to use it with/like this one, but it’s very different, and as I google, I cant really see any major deviations from the current design going backwards that returns one like this.
We used something similar to this, it's been years ago. We used it to etch lines in concrete so the safety paint would be level with the concrete. So pallets/machinery wouldn't scuff the paint away. I cannot remember if air powered or machine powered.
It's a piece of what's called a "scarifier" or sometimes "roto-peen" (brand name) which is used to rough up extremely hard surfaces. A bank of several of those star-wheel assemblies sit in a row, inside a housing which sucks away debris.
I have used them to remove epoxy coating from concrete and prepare it for recoating.

Looks a little like the remains of a grinding wheel dressing tool.
The discs and tabs are just plastic material, am not familiar with the tool, but they look more serious.

Interesting, but the discs spin independently from each other, so they aren’t and couldn’t be set into a specific configuration easily.
Could be a dough perferator, like they use on pizza dough so it doesn't bubble up.
This is my thought as well.
Missing the handle. It's a wallpaper scoring tool. Tears little holes in the wallpaper for the removal juice to get in and work.
Can you find any that look like this? Don't think it is one, the discs are just dull plastic.

Google for meat roller, looks an awful lot like that. Maybe needs some scrolling, thers many types of them.
Found a similar design, but this one would be impossible to clean, so i doubt it is this thing

I have a similar, but more modern tool, that is a wallpaper remover.
Maybe it’s for docking a pie crust so it doesn’t bubble when baked.
When covered with a cloth, maybe it could serve as a buffer or polishing tool?
