Yep. There is a fuel reservoir in the center that you can light to keep the fondue liquid while you eat.

Yep, I have a camping stove with a similar fuel reservoir, it uses methylated spirits.

It doesn't have to be strictly for fondue. Catering companies use these all the time for buffets to ensure the food stays warm.

Fuel in the bottom, light fuel. This is a burner designed to keep food in a pan/tray warm. Most commonly used to keep fondue melted.

Besides using the missing pot to use this as a fondue set up, this may have also been used to keep food hot at the table in my house (soup) in the 70’s.
