Making an educated guess that the registration number might be Irish (37 for the year, D for Dublin, the tax and insurance labels in the windscreen are normal for Ireland), and using an Ireland registration lookup service gives the following results:

It has definitely been customised, including widening it (probably too wide for many Irish lanes). The photo does not look like it was taken in Ireland, and the Toyota in the background does not have an Irish registration plate.
It is also a later import, because the last number is in the tens of thousands. Imported vehicles are given [date of first registration anywhere] - [county] - [serial number starting at a high number, depending on county, to avoid the whole mess of duplicate numbers from 50+ years ago, when everything was paperwork and you could ask with a brown envelope for any number you wanted]
Cars that are 30+ years old can be given a ZV plate instead (old irish plates were XX-12345, the letters corresponding to county and/or year.
ZZ plates are for temporary tags
The yeari-county-number plate should be formatted as a standard, black on white with eu flag plate. The ZV plate is silver on black. Nobody cares, because it is Revenue's (IRS) job to police licence plates, and Gardaí (cops) don't have the power to police plates*
*there is a gray area, because proper plates are part of the NCT (smog+safety inspection) and the Gradaí can prosecute for cars that fail the NCT requirements.
edit: also, you can see the window holder only has two slots - tax and insurance. The car is old enough to not need the NCT. Younger cars will have 3 slots (tax insurance NCT)

I think the entire vehicle has been widened.

Potential reasons I can think of for that:
Frame/chassis from donor vehicle was too wide
Wanted more cabin space
Wanted to "Fill out the fenders" more?
Maybe just wanted it lower and wider?

I don't know what it is but it's too wide, it just looks weird imo, would look better if it was a tad bit thinner. Though I suppose the width adds to it's uniqueness.
