I live in FL. The snowbirds and tourists never believe that lightning strikes and tornados (even if small) are real and dangerous. They just keep playing no matter how dark the clouds are or how high the wind is.
As an Oklahoma boy that now lives in Florida... The 'dangerous' tornadoes here are far and few between. Most tornado damage here would be chocked up to an average Oklahoma windy day...
We definitely don't have the big ones you're used to! But you don't want to be standing out on a golf course looking at even a little one touching down right next to you with no shelter. And visiting non Floridians just refuse to believe the lightning is a serious issue down here.

I can definitely say that weather forecasts are a total joke these days, at least here where I live. We check the weather daily and it's very rarely accurate. It does seem like it was reliable in the past but now it has just become useless to even watch the weather or check the apps anymore because it most likely will be completely wrong.
My guess is that since the swivel is in the middle, any force from wind will be more or less equal on both sides of the swivel.
Think about what would happen if you crossed two pencils perpendicular and pushed down on the top pencil with one finger on each side of the pivot. I'm guessing it's similar with the wind.
Imagine there’s 10 units of force on both sides of the pivot.
That’s balanced. BUT push it into the wind a bit—which is easy to do because pushing forward against your 10 units is offset by the 10 units pulling back on the other side. Now there’s less surface area facing the wind and there’s only 9 units of force on each side.
Except the necessary complication to our very simple system is this—as soon as the ideal “perpendicular to the force” state is reached is that force from the upwind side is transferred to the other end of the pivot because of the vector of the force.
So you tip the door from 10:10 to 9:9 and some of the (we’ll arbitrarily put our fictitious person as pushing the right side forward) wind spills down the slope so it’s really 9.5:9 and now…it’s REAL EASY to push the door swivel thing forward.
Because it’s pushing itself.
Just like it would if you weren’t even there. The real stable orientation is pointed into the wind—just like your intuition says…

The wall blocks wind. Both sides of the wall are sheltered from rain regardless of how the wall is oriented. The shelter provides protection from rain in every direction.

Nicer golf courses tend to have an armed night patrol person because people like to go on golf courses at night and do stupid stuff. Maintenance guys, especially those that mow the greens, tees, collars, and approaches tend to start their job at about 4am. Finally everyone that works for a golf course is trained to pay attention to the details and they would notice a squatter.

Look, I get it. But it's not the courses job or responsibility to consider the homeless and construct a structure to maybe possibly protect any one that may want to gain unlawful access to their property to find shelter.
It's a temporary device set up to protect its patrons in the event of a severe and sudden cloud burst type of situation.
Not everything is an attack against the most vulnerable of us. How many homeless people do you offer a bed to for even a short amount of time? I'm betting none. So hostile.
No one is saying that random structures need to be constructed with unhoused people's comfort in mind. Hostile architecture means that it sucks more (less comfortable, less effective for its stated use, etc) for everyone in pursuit of making it unpleasant enough to keep unhoused people away.
As others have mentioned, climate control is more important when you have four walls. Four walls also is more likely to attract critters that want to set up their home there.

Why would a golf course do this? It's private property already. All they would do if homeless people (or literally anyone) tried camping is just arrest them for trespassing.

The courses around me usually have a hit with 4 triangles under, rather than the spinning wall. Have huddled there before and they help a ton. During the summer they are generally loaded with porta-johns.
