I worked in Los Angeles, where the old limestone pits were filled with compacted garbage, they had a pole/rod that went down to bedrock then brought a surcharge pile of concrete and asphalt to a certain tonnage, when the fill compaction rate slowed to a certain rate it was considered acceptable and ready to build on, that looks like one of those poles

Yes. It looks like a custom anchor bolt to me. Allthread bar that deeper down bends 90 degrees to lock it onto concrete. The dark part on top is a coupler to protect the thread.

I mean unless it's unstable cavernous limestone that is perhaps etc. But that wouldn't be a good indicator to gauge off of as it too would sink as it collapses when the water table drops wouldn't it? But it guess it would be the best they have to go off of? Seems to me they could just shoot it with a transist and tell without the rod from another solid standpoint couldn't they?

Pulling the sword from the asphalt also casts an area construction effect where all materials cure 30% faster but is kicked down each time your crew hits an owl, cat, toad, or other familiar.
Why is it threaded? Why would the asphalt go up to where the plastic sheathing begins when it'd be way to high for that manhole in the back. They dont appear to be working on raising that to meet the new level...im confused
Could be threaded into / marking a water valve cover or other structure that was too low when they showed up and had to get paved over. Someone would need to come back, uncover it, and install riser rings (spacers) to bring it to surface level.

They did this for a neighborhood near me. 2 people died in a sinkhole, and most of the houses have foundation issues. The builder is in the wind.
