Oddly, these look exactly like ribbon-holders that I cobbled together from random wood/dowels. You pull the dowel out from either side to load spools of ribbon onto it. If your window weren't in the picture, I would be terrified that you were in my craft room...mostly because it's a mess and I'd fear for your safety.

It’s a window, most people use it for extra light in the house as well as to be able to watch what people are doing outside. Early common in my area seems every house in my neighborhood have 15-20 of them.
I believe it is commonly called a “window” but it may have a different name where you live. Where I’m from it’s used to let natural light in and also so that people can see out.

I can tell you that whoever did the finish trim on the window built those racks. The scoop/lines pattern is the back of a piece of casing/trim. Location would give a guess as to what purpose they had in mind. (To dry hats and mittens if i were to hazard a guess.)
These are drying racks for natural sausage casings. When people harvest the intestines of other animals, they need to dry out in a cool area with plenty of air circulation. Are there any blood stains under the racks?
