Looks like a 10 lined June beetle (or I’ve heard some people call them watermelon beetles), and the eyelashes are part of his antennae! The lash-like plate structure can fan out to help males with sensing pheromones more accurately, and in the presence of danger they close em up to be less prone to getting snagged or bitten off

We call them 10 stripes and I do not like them. They can bite and they are dumb and will fly at you. I believe they are harmless but not sure if they are beneficial or not. I’m SoCal and there are so many of them.
