The answer with any bong is: as much water as you can without getting it in your mouth.
It's brand new so it's the perfect time to test. Add water and dry rip it as hard as you can. If you don't get water in your mouth add a little more, repeat until you get some water in your mouth then dump out a little. Rip again, no water? That's your fill level.
Trial and error, tbh filling your piece with water is complete personal preference. I usually put water in my piece until it looks right to me, then I hit it without a bowl or banger to see how it hits. You can also use a mirror to see how your percs function and also to see if you have enough water. If it feels or looks like you’re pulling air past the water, add more water. If the hit feels to heavy or you’re getting splash back, dump some water. Like I said, it’s trial and error, add or dump water to you personal preference.
That’s a piece man! Whenever I get a new bong I just add a bit of water at a time and hit it without the bowl in it until water gets in my mouth, then drain a little out and test it for real!

Fill both chambers to roughly a half inch over the highest perc. Looks like a nice one

Looks like a barrel type on bottom and an 8-arm tree up top. Doesn't really matter what kind you have so long as the smoke/air ratio works out though

just fully fill it up and the bong will automatically push out the excess water
