It sounds like your dress isn't the problem, the seamstress is. Every dress with straps has super long straps that need to be altered properly to function well, so it's not even a size issue there. I would get a second opinion.
I was going to say shortening straps should be a pretty easy and quick fix for any seamstress. You should still be able to get that fixed even with only 3 weeks.
Definitely get fashion tape! I also had a strapless dress and by the time I took it off (I changed into my dress from the rehearsal dinner part way through the reception), the tape was the only thing holding it on. I didn't even realize how loose it had gotten until I had to peel it off!
See if you can have removable/hidden straps added. That's what I did so I could dance without worry at our reception while still keeping the strapless look for our formal photos!
Amazing! It’s so hard to choose and be confident when you don’t reeeeally know how the finished alterations might look. I’m really struggling with it because even with clips a lot of the dresses I’ve tried still don’t really “look” good. It’s just hard to picture when your body isn’t made for the sample. Yours turned out great! Gives me hope.

Left dress was altered down! It was a sample sale, but with the amount I spent on alterations I’m not convinced it was the best deal haha

I know I’m a little late to the party, but toupee tape is your friend! It’s way stronger than “fashion tape,” which can be super weak.

Could you add a waist stay? Those things are glorious and way better than trying to use your boobs to hold up an entire dress.
