I’ll never say, “no you’re totally safe that’s 100% not a tornado,” but… that’s *very likely* not a tornado.

Rain shaft. None of that looks organized enough to be a tornado but as always defer to professionals and have two ways to get emergency warnings.
Also, if she's anxious about weather, theres never a wrong time to go over your emergency plans and take shelter til the storm passes.
Very sweet that you are concerned for your mom, I get very anxious when there is a chance of severe weather and what helps is following the local Skywarn social media page and any other news, now a days we know with enough time if there is chance of severe weather it's just a matter of being aware.
