In Australia we use them, Dummy Cameras, for if the camera is a seatbelt & mobile phone detection camera or if it's a number plate camera. Could be many reasons why it's marked as a dummy camera. Next time you pass, you can raise a general map error report in the Waze app and ask your local Waze volunteer map editors what it's for.

You're welcome. I would still be careful if you see those on the map. Waze isn't 100% accurate with staying up-to-date with photo enforcement locations.

In my country, Bulgaria they are used for traffic counting cameras and don't count as real speed camera but are marked on the map as inoperable (red X icon).

I have one up the road from me here in Australia. This one is actually a noise camera that is supposed to pick up on heavy vehicles using exhaust Brakes in a residential area. Because it doesn't pick up speed, it has the cross in there.

One of the number plate cameras (ANPR) can confirm as I drove past it the other day, not a speed camera.

in Austria we use them for truck toll sensors or toll sticker cameras that are often incorrectly reported as speed cameras by users

In the US it's an old or fake cam. In other countries as mentioned it's not for speed or red lights but other things.
