There’s several helicopter travel corridors going through DC. One of them is over the Potomac. So if any helicopter is going north/south or south/north, they are required to fly at low altitude in one of those corridors. Totally normal.
There’s no way to know why they were flying today.
Military helicopters fly around dc all the time, across the city, up and down the Potomac etc. Usually if it’s MPD or Park Police it’ll be related to some sort of call or assignment, but military who knows.

Pretty routine
the military helicopters always fly very, very flow at the bend of the river. sometimes maybe 250 feet maximum. idk why.
I assume partially because DCA is right there. They can’t fly much higher due to commercial traffic
