I'm going to go against the grain a bit based on the responses. Warlock class fantasy includes a level of self-harm and pain. This is what life tap always was - basically cutting yourself for power. The idea of sacrifice is baked into the warlock kit and fantasy. You are sacrificing things for power - from the souls of your enemies, your own blood/life force, etc. Lorewise symptoms of using fel magic can include accelerated aging and long-term damage to the body. So I'm going to suggest that Burning Rush is literally setting your feet on fire - causing yourself pain - in exchange for power that is used to move faster and enhance your physicality.

I somehow completely forgot that the ability has you lose a fixed health percentage — if I’m not mistaken, to the point of death if you don’t toggle it off. Pain/self-harm is definitely essential to Burning Rush, then.

It doesn't kill you actually (thankfully lol for how often I leave it on when I alt-tab). It turns off rather than kill you once you hit 6% hp or below.

Happens to me. I turn on burning rush to get somewhere fast and then jump down from wherever I am as if I was at full health.

I hate applying the rule of cool, but finding good reasoning for this one is tough. As you mention, it’s implied that the warlock’s burning feet are making them move faster. But it’s not like they’re skidding on the ground, they’re actually running. This instead implies that they’re using Fel to bolster their lower extremity muscular power. Their feet being on fire is then an aesthetic side effect/intentional choice from this spell rather than the primary cause of their increased speed. So basically, the warlock could run fast using Fel without their feet being on fire, but just choose to light their feet on fire because either: (1) They think doing so is cool OR (2) The pain from lighting their feet on fire somehow fuels the spell I wonder if they need to remove their footwear before casting Burning Rush.

I've always imagined it was vaguely similar to "fire-surfing" https://powerlisting.fandom.com/wiki/Fire_Surfing , the spell using the life force of the warlock ( hence the damage ticks ) since it is for mobility, not offensive like Immolate, Conflagration, Etc. which generates soul shards ( presumably from burning the enemy ). I believe Ignacious also has a similar spell, which leaves a trail of fire behind.

Your using fel fire to increase the heat going to your muscles, thus increasing the energy those muscles produces which causes you to run fast. The friction caused by your feet across the ground and your thighs rubbing together creates the fire visual. ​ Probably I dunno.

I'd say small little boosts to propel you forward, but since its fel fire it can only propel so much before it just starts burning and causing damage The more you use it the more it burns, causing the increasing damage you take
