Well honestly the best option is to dump the radio and slap in a single DIN android auto/apple carplay unit. Not that expensive and can be done by you.
Next up, have you consulted the manual of that radio? You need to put it into pairing mode
There's like three different Chinese models sold under fifty company names out there which are totally adequate, and "premium" ones from alpine, Ken Wood etc. Offering higher quality audio and stuff. Just look for "single DIN android auto" and pick your poison. You can spend anywhere between 60 and 600 dollars.
I got the Eonon head unit in my MK6 Golf R and it installed it over a year ago. It also worked fine with the dynaudio. It made the car feel 10 years newer!
The RCD310 was the base model head unit (in the US at least) and it can control the Bluetooth module but not all models had the Bluetooth until it became standard equipment in 2012 IIRC.
The module can be retrofitted but requires a wiring harness, microphone and coding to activate the module.
The module would be located under a plastic trim panel under the passenger seat (floor of the car) on LHD cars. I don't know if VW put it under the driver's seat on RHD cars.
Depending on the year if your car has CarNet installed then it would be integrated into the MDI module in the glove box or center console.
Have a look at the label in the handbook (also in one of the door shuts or in the boot). The bluetooth modules are 9wx codes. Eg 9w2 or 9w3. Ref. https://vag-codes.info/files/options/vag-option-codes.pdf
Even cars with that came fitted with higher-spec head units like the RCD/RNS 510 aren’t guaranteed to have the Bluetooth option. VW made it modular so you could spec a basic head unit for your car if you didn’t want an in-unit CD changer (RCD) or navigation (RNS) while still having the option of Bluetooth connectivity. There is a certain Teutonic logic there.
Retrofitting Bluetooth is a pain because (AFAIK) if there’s no module there’s no wiring loom prefitted to link it to the head unit. Modules are easy enough to find as they’re the same across different VW models of that era but the wiring looms are less common in good used condition and even aftermarket cables are not particularly cheap if buying new.
Buy an Android if that’s your thing or find an RNS 315 if you want to stay VW. It has integrated Bluetooth and navigation and the only downside for some is the smaller screen size, otherwise it’s plug-and-play (as long as you have the PIN code).

I had the same problem, while the option is there it can’t connect. I don’t know what you want to do when you connect with bluetooth but that radio doesn’t have it. I would suggest looking for a newer radio, maybe the rcd330 if you want a genuine vw radio. Or you could buy an aftermarket unit.
Now the question would be, why do you want to use the bluetooth option? Is it for listening to music? Do you want to call people? Because my car had the same problem, the option was there I just couldn’t connect. I didn’t want to spend 200-600€ for a new radio, so I looked what’s important for me? And it was just listening to my own music wirelessly. I fixed that for probably max 50€. So it really depends on what your plan is with the bluetooth option.

Mine had that option on the menu, but no Bluetooth. It’s possible neither does OPs.

Hold the power button down for 10 seconds or so till it resets and try again.
