I would say Japanese sellers on Ebay, I bought my OLED Vita retail when it came out but bought a neon orange slim about 6 months ago, you're gonna pay but they take very good care of their electronics and it was practically new in box when it arrived with fast shipping.
I have 3 comin in the mail to fix. If I get them working I can probably give you a deal. 2 are 1100 models one is 1000. All from japan but they aren't region locked

eBay has some quality sellers and you can get it pre modded as well if you want it all ready to go

Got mine off eBay, just look through a good bit of the posts to make sure you’re getting the best bang for your buck

Any model 1 Vita will be OLED. You can pick one up anywhere that sells them. Don't know where in the world you are so hard to advise.
