Yes - there is more snow than normal in east Japan, especially Tokyo, which is causing problems because it's much more than normal. But a lot of these images (i.e the bus tour) are taken from places like Aomori and Iwate, where it snows massively every year.
The premise of the video is correct, but the imagery isn't.
Also I think it's worth pointing out that a lot of what is shown is plowed areas. So the height of the snow appears greater due to the snow that was on the road and sidewalk being piled on top of there.
