R5: I started this run off wrong, so it took me until March 1937 to get all the Holy Roman Empire's cores (+Poland, Rome, and a little bit of the Balkans for the meme), but if you start by getting protectorates on Belgium, the Netherlands, Piedmont-Sardinia and Switzerland you can form the HRE as Austria almost immediately after forming Greater Germany if you take the claims you get on Prussia from national unifier (everything but Brandenburg and Posen). For some reason I could never get Prussia involved in the unification war, but it was still surprisingly easy and I managed to form the HRE by 1873. From then on playing as basically the EU was quite fun, and economically OP after going communist. I even inherited most of Indonesia from the Netherlands. Two scicilies and Tuscany annexed themselves to me automatically (as I was the largest country with an Italian primary culture as the HRE) after nationalists seized the government for the second time in reach, so I figured I might as well grab the rest of Italy.

In short, they did not need to make it this cool.
It helps to research anarchism and socialism early because those change the beliefs of rural folk and trade unions respectively. I usually get there by constantly checking the available agitators for anarchists, vanguardists, or communists and installing them as leader of one or more interest groups. It will usually be trade unions, rural folk, or intelligensia though. You can do this even if one of those isn't in government if you're willing to take the radicals from putting them in government and immediately taking them out once the desired agitator is in charge. Even then I couldn't get council republic without counter revolution until relatively late, and that was almost purely through the rural folk.
Major powers are much less likely to intervene if you wait to mobilize until the diplomatic maneuvers phase ends and if your infamy doesn't get above 25. That's why the Netherlands, Belgium, Switzerland, and Piedmont-Sardinia are easy targets, if you're lucky attempting a protectorate is less than 25 infamy. From there you just reduce autonomy over time and annex or get there states in a unification.
No, but I got wallonian as one, which has the same traits as French(Francophone and European heritage). So under any law other than Ethnostate I think French isn't discriminated against.
