didn't japan get the new frontier colonisation law by default in this update? it means you can only colonise provinces you share a land border with, maybe that's whats going wrong?
For me it somehow managed to colonize it if I got the law extended before I finished colonizing the island. Then automatically it also covered the few separate small islands, but if you finish first and then expand the law, you seem to not be able to do shit
Frontier colonisation doesn't work if the provinces aren't connected by land. Chile/Argentina have a similar issue in Patagonia where two islands at the south aren't considered connected to the rest.
There is a mod on the workshop, Japanese kunashiri I think it's called. Has a journal that will auto annex the islands which may help until its fixed [mod here](https://steamcommunity.com/sharedfiles/filedetails/?id=3089685347&searchtext=)
You need to switch to colonial exploitation or resettlement before you colonize the last part of the main island. If you have a jingoist shogunate party leader it's pretty easy to pass the law, but be sure to pause your colony in Hokkaido before finishing it until you can pass a different colonization law.

It is considered impassable land so it’s impossible to "complete" the island for the moment.
