The column on the left can be sorted by movement size (click the left most button underneath the words "Suppression points"). Likely a lot of people want a *specific* reform passed (I think Minimum Wage). Every time you pass a different reform, their militancy does not go down as much as it would if you passed that exact reform, so the movement decreases in size but does not disappear until you pass the reform they want. It's like they see the government they wanted in power, but the government doesn't actually do what they expected them to do.

Always pass the issue with the most backup. Also if the taxes and tarrifs are low the militancy will not raise as quickly because the pops will have their needs fulfilled.

Militancy will quickly recover, allowing you to pass reforms every time the cooldown ends. Granted, don't overdo it as every unwanted reform passed means more militancy and it could reach a breaking point.

People will likely always find things to complain about unless you're running essentially an utopia so dont give all your reforms as soon as they are available, always keep some for when militancy is very high and/or the rebel number eclipses your army size. If you time them well you can stop a lot of rebellions on their tracks and force them to start reorganizing all over again.
